【摘要】近年来，烟台市高度重视特色街区的建设，特别是作为中心城区的芝罘区在特色街区培育方面取得了初步成效，特色街区数量占到全市的55.6%，入驻业户1430余家，实现销售收入6亿元，利税3550万元，吸纳就业8800多人。但与此同时也存在一些突出问题：缺乏整体规划和特色定位，街区规模小拉动力弱，文化内涵挖掘不够充分，配套设施和服务不够完善，管理机制不够健全、政策落实不够到位，就烟台市而言，这些问题的存在同样具有普遍性，需要通过做好规划先行、协调推进；突出特色、打造精品；市区联动、规范管理；强化领导、健全机构四方面工作来认真加以解决。

        特色街区是指体现城市文化特点，具有购物、餐饮、休闲、娱乐、旅游等一种或多种功能特质的开放式街区。它具有浓缩城市历史、彰显城市文化、展示城市物产、体现城市品位、丰富城市形象的独特作用，对于推动城市经济社会发展和提高城市宜居度、知名度、美誉度都具有重要意义。近年来，烟台市高度重视特色街区的建设，特别是作为城市中心区的芝罘区在这方面做了大量的工作，街区数量占到了全市总数的55.6%，通过对芝罘特色街区发展现状、存在问题的深入研究，对指导全市工作开展能够提供有益借鉴。
        1. 概况与特点
        目前，芝罘区范围内共有7条初具规模和2条正在规划建设的特色街区。主要包括：
        1.1滨海广场国际步行街。包括广仁路、十字街、共合里三条街道，占地约8.5公顷，有建筑42栋，总建筑面积3.1万平方米。到2008年底，共有经营业户19家，吸纳就业人数200人，实现营业收入300万元，利税30万元。
