| 环境卫生城乡一体化管理模式初探 |

摘要：为改变人民群众的生活环境，提高城市形象，环境卫生城乡一体化在全国各大中城市如火如荼的开展起来。荣成市人民政府审时度势，顺着全市开展学习实践科学发展活动的东风，积极推行城乡生活垃圾一体化处理试点工作。本文就荣成市如何运用科学发展观，深入分析荣成市环境卫生管理现状，本着“先试点、后推开”的原则，积极推行环境卫生城乡一体化处理试点工作。在此基础上，提出了“综合整治、村民自治、设施规划、因地制宜、政府主导、完善机制、市场化改革”为核心的环境卫生城乡一体化管理新模式。

Abstract:In order to change peoples living conditions,enhances the city image,the environmental sanitation city and countryside integration in the national various big or mediasized cities like a raging fire development.The Rongcheng peoples government sizes up the situation,along the whole city development study practice science development east wind,is carrying out the city and countryside life trash integration to process the experiment site work positively.How does this article utilize the science development view on Rongcheng,analyzes the Rongcheng environmental sanitation management present situation thoroughly,in line with “the experiment site,boosts first” the principle,carries out the environmental sanitation city and countryside integration to process the experiment site work positively.In this foundation,proposed “the synthesis improvement,the villagers autonomous,the facility plan,act as circumstances permit,the government lead,the consummation mechanism,the marketability reform” manage the new pattern for the core environmental sanitation city and countryside integration.

1.荣成市城乡环境卫生管理现状
1.1环卫机构体制现状。荣成市总面积为1392平方公里，辖两城区（崖头、石岛）、12个镇、10个街道、853个行政村、97个居委会。市区崖头、石岛和各开发区市容和环境卫生管理机构，物业管理机构，镇人民政府，居民委员会及村民委员会，按各自管辖范围负责市容和环境卫生的监督管理工作。工商、公安、交通、卫生、房管、环境保护等部门应按各自的职责，积极协助搞好市容和环境卫生管理工作。其中崖头中心城区内设环境卫生管理处，归口市建设局，仅负责中心城区市政界内的环境卫生工作，市政界外的环境卫生管理工作按照各自的管辖范围分工负责。石岛区的环境卫生由石岛环卫处管理，石岛环卫处归口石岛管理区建设环保局管理。
1.2环卫人员和清扫保洁现状。崖头现从事环卫工作的职工约436人，占服务人口的0.34‰，其中在编职工33人，临时聘用 [1] [2] [3] [4] [5] [6] [7] 下一页 |
