摘要：随着市场企业经济效益。本文主要介绍了建设单位从工程项目立项到竣工决算成本控制中存在的问题，并且针对存在的问题提出了相应的措施。
    Abstract: With the development of market economy, if the construction unit want to survive or seek development in the fierce competition, they must have advanced technology and abundant capital, in addition, they should also pay attention to project cost control, give efforts to control the cost within the program, effectively control costs, and ultimately improve the economic efficiency of enterprises. This paper describes the existing problems in cost control in the whole process of project, and raises the corresponding measures.

    0  引言
    工程项目建设周期长、投资大、协作部门多，而目前包括从立项到竣工结算的全过程、全方位的投资管理还没有完全形成，投资管理中的各个层面有待于进一步完善，从而导致工程投资中损失浪费的现象比较严重。建设单位为了提高工程建设的投资效益和效果，必须在保证工程项目质量和工期的前提下对成本进行有效的控制。
