On the talent tactics of Catherine II

Abstract: The article analyses the particular talent tactics of Catherine II by her selecting educating and training talents. And it also emphasizes that Catherine II gained many useful talents since she was good at selecting talents and paid an important attention to educating and training talents, thus her administrating tactics were founded on the rich talents resources.
