直面家庭教育、社会教育的严重缺失与对未来社会分工的构想，强化学校的教育职能就成了必然选择。因此，中小学教育应由走读制为主走向以寄宿制为主导。若此，就应为实现这一转变作出必要的努力。
小班制，是实施与“每个个人发展相一致”的教育，提高基础教育质量的必由之路，须深入组织对其进行理论与实践的探究，并根据需要与可能，积极加以推进。
在全面追求教学的有效性的前提下，选择“适合于所有人”的教育，实施因材施教，动态性“跑班制”应是基本的教学策略。与时俱进，建构起与“每个个人发展相一致”的教育质量保证机制，深化上述改革无疑是必要的。
