摘要：美国“重塑政府运动”以市场中的企业作为借鉴模式，着力于职能市场化、公权力分散化、公共服务社会化和运作模式企业化等价值取向。重塑政府运动去向何方？如何看待新公共管理主义、责任模糊中的责任分担问题、代言人角色的混沌问题，在市场经济条件下如何处理政府与市场、政府与企业、政府与社会的关系，探索新的管理模式，实现新公共服务对新公共管理的替代。

Abstract:With the rapid change of the society and fast development of market economy,the govern ment nowadays faces a great challenge.The enterprise in the market is as the reference mode and key value orientation that what the U.S.government reforms “ reinvents governments ”,lead development and promotion of the administrative reform of the market economy of our country in this kind of market value,as to dealing with the relationship between government and market,government and enterprise,government and society under the market economy condition,perfect the macro adjustments and controls mechanism,form the new management mode,improve governments administrative efficiency and have certain reference value,it is necessary to reinvent practice that the government moves and serious studying of value orientation to its U.S.A.Especially our country is in the society and make the transition in period at present,demand to change governments function,standardize governments behavior,set up a flexible,highefficient,honest government,form new governments management or control mode.

1.美国重塑政府运动的实践
美国著名行政学家施瓦茨曾经明确指出行政法律制度的发展史，就是一部日益扩大行政权，不断限制司法权的历史。政府的膨胀度提高，导致了美国政府职能、经济职能的持续膨胀［1］。通过历届政府的努力，通过12291号总统令，要求所有新制定的政府规章都要符合成本一收益分析的标准，开始了大规模的放松甚至废除政府管制的变革运动，把竞争引入到以前由政府的独立管制机构垄断的基础设施部门以及其他有关公共利益的领域。［2］
克林顿指出“政府官员都是好人，但他们囹圄于不好的政府管理制度”［3］。克林顿在报告中宣称：需要将政府带入信息技术时代，改革的核心是在政府领域引入市场文化［4］。政府改革的主要任务是大力放松规制，打破传统政府在电力、煤气、铁路、自来水等行业的垄断局面，开放市场准入，并在政府部门的工作中引入市场竞争机制，实行市场检验原则和竞争招标制。［5］
