摘要：十七大报告的核心内容以落实科学发展观、构建和谐社会为中心，全面实施科教兴国战略和人才强国战略，加快改革开放和自主创新，着力突破制约经济社会发展的关键技术，以推进经济结构调整和增长方式转变。切实把经济社会发展转入以人为本、全面协调可持续发展的轨道上来，推动科技事业的蓬勃发展，进一步强调了科技人才在建设和谐社会过程中的重要作用。全党全社会都高度重视把科普工作纳入法制化管理轨道，纳入知识创新、科技创新体系，注重人才开发对经济发展和社会进步的重大作用，企业科协作为科技进步的重要社会力量，对增强全民创新意识，提高全民创新能力具有不可替代的地位和作用。要大力弘扬以改革创新为核心的时代精神，增强民族自信心和自豪感，增强攻坚克难、不懈奋斗、勇于攀登世界科技高峰的信心和勇气，做自主创新的先锋，做拼搏奉献的楷模，为建设创新型国家提供强大的精神动力和智力支持。
