摘要：欠发达地区中小企业是我国市场经济主体的重要组成部分，这一群体的发展、壮大将会给新时期的我国经济注入生机和活力，更重要的是这一群体的生存、发展、壮大直接关系到欠发达地区和发达地区的协调发展，关系到欠发达地区经济增长和解决当地劳动力就业，尤其是农村剩余劳动力转移等一系列政治、经济、社会和民生问题的解决。如何通过构建欠发达地区中小企业文化，发掘和抬升其竞争优势，使欠发达地区中小企业焕发生机，使欠发达地区中小企业走上可持续发展的路子，已经得到越来越多组织和个人的高度关注。

Abstract:Owes the developed local small and mediumsized enterprise is our country market economy main body important constituent,this communitys development,the strength will be able to give the new time our country economy to pour into the vitality and the vigor,this communitys survival,the development,the strength directly will relate more importantly owes developed local and the developed local coordinated development,will relate owes the developed local economy to grow and to solve the local labor force employment,in particular unified purchasing of farm produce by the state according to fixed quotes shift and so on a series of political,economical,social and livelihood of the people question solution.How owes the developed local small and mediumsized enterprise culture through the construction,excavates and jacks its competitive advantage,causes to owe the developed local small and mediumsized enterprise to glow the vitality,causes to owe the developed local small and mediumsized enterprise to step onto the sustainable development the pathway,already obtained more and more many organizations and individual high attention.

1.欠发达地区中小企业的概念
1．1欠发达地区。欠发达地区指的是那些有一定经济实力和潜力但与发达地区还有一定差距,生产力发展不平衡，科技水平还不发达的区域。改革开放以来，欠发达地区与发达地区之间经济发展上的差距有不断加大的趋势。近年来伴随着西部大开发、东北振兴和中部崛起等区域发展战略的实施，区域间差距不但没有缩小，反而呈现出继续扩大的趋势。
1.2中小企业。中小企业指的是与所处行业的大企业相比人员规模、资产规模与经营规模都比较小的经济单位。不同国家、不同经济发展的阶段、不同行业对其界定的标准不尽相同，且随着经济的发展而动态变化。我国中小企业总量占企业总数的98%，进出口占企业进出口总量60%，75%的技术创新和80%的新产出自于中小企业。中小企业就业人数占到总就业人数的75%。中小企业多是大工业配套的企[1] [2] [3] [4] 下一页 |
