摘要：伴随着政府职能的转变和服务型政府理念的提出，政府绩效评估受到我国学者和政府各级部门的高度关注。我国在政府绩效评估制度构建方面已经取得巨大的成就，但是由于政府绩效评估在我国起步比较晚，因此我国在政府绩效评估方面还存在很多问题。与此同时我们可以看到，美国政府绩效评估制度经过长期的发展和完善，积累了丰富的经验，政府绩效评估的制度化和法制化以及政府绩效评估中的公民导向化和结果导向化，绩效评估的方法、技术和理念，都为我国政府绩效评估制度的完善提供了宝贵的经验。

Abstract:Is following the government function transformation and service government idea statement,the government achievements appraised receives our country scholars and the government all levels of departments high attention.Our country in the government achievements appraised the system construction aspect already obtained the huge achievement,but because the government achievements appraised started quite late in our country,therefore our country in the government achievements appraised the aspect also had very many problems.At the same time we may see,the American Government achievements appraised the system passes through the longterm development and the consummation,accumulated the rich experience,the institution and the legalization as well as the government achievements which the government achievements appraised appraised the citizen guides and the result guidance,the achievements appraisal method,the technology and the idea,all for our country Government achievements appraised the system the consummation has provided the precious experience.

近年来，随着我国政府管理体制改革的进行，政府绩效问题引起了地方政府的重视，许多地方政府借鉴国外的新的管理工具和管理技术尝试着进行了政府绩效评估的实践活动，取得了一定的成效。为了促进我国政府绩效评估的制度化和法制化就有必要在分析当前我国政府绩效评估的现状和存在的问题的基础上借鉴和学习国外在政府绩效评估方面的先进技术、方法和理念，从而使得我国在政府绩效评估方面取得更大的成就。
1.中美政府绩效评估的差异分析
