后 记近年来,我国各级政府及其职能部门先后开展了政府机关效能建设活动,并取得了一些实际的进展和明显的效果。但是,对于政府机关效能建设,还是有许多理论与实践问题需要分析和探讨。本文从机关效能建设的基本内涵、开展效能建设的意义、当前机关效能低下的表现及原因、机关效能建设的基本途径和方法等几个方面作了初步探讨。
作为在职应用型研究生,我十分珍惜这一难得的学习机会,非常认真、慎重地选择了和自己实际工作相关联的课题。经过半年多的探讨和研究,终于完成了这篇论文。由于自己理论基础不够扎实,加上平时工作繁忙,这篇论文还没有达到令人满意的程度。机关效能建设的研究目前还没有更多的理论探讨,资料较少,本文能够得以顺利完成,主要得益于导师张贤明的悉心指导。从题目的选定,大纲的拟就,直到具体内容的写作和修改,导师都倾注了大量的心血。我会把对导师的感激之情化作内在动力,努力在工作中做出成绩,真正为推进机关效能建设尽绵薄之力。

内 容 提 要
当前,我国一些地方政府及其职能部门逐渐以“效能”的概念取代“效率”概念,并力图通过加强机关效能建设,改进机关作风,树立良好的政府形象。本文试图通过对效能概念的提出及其涵义的分析,阐述机关效能建设的基本内涵及其重要意义,并针对当前机关效能低下的主要表现,从主客观两个方面分析了问题存在的原因,着重提出加强机关效能建设的基本途径和主要方法:对于管理人员的素质建设,应该包括学习教育、选拔任用、强化激励、监督制约等方面内容;对于管理系统运行机制的创新建设,应该包括科学设置机构、进一步明晰职责、建立健全保障有效运行的制度和程序等方面的内容;对于管理系统的物质依托,最重要的是保障信息的收集、加工、传递、存贮方面的建设。
