concept of " efficient capability” in some local governments andtheir functional departments in china. and they try hard to pass and strengthenorgans efficiency construction, improve organs style, establish goodgovernments image. as for the problem of efficiency construction ofgovernment bodies , there are still a lot of theories and practices need resolvingand discussion . the thesis divides into four parts altogether.
the first part involves the appearance and meaning of theconcept----efficient capability, and compared the difference between the twonorms and interpreted the reason of the replacement. from my point of view,efficient capability is unity and merger of efficiency and function, pursuinghigher speed and intact function; paying attention to systematic goal of itself andsystem status and function among the overall situation on the basis of analysingadministrative efficiency defect , absorb various kinds of other viewssynthetically, similarly, "administrative efficient capability" refers to thecomprehensive embodiment of the benefits output in the administrative activitiesof governmental organs and their staff in order to realize its managementobjectives. the one that was emphasized is, the unity of the quantity and quality,the efficiency and value, the purpose and means, the course and result.
on the basis of the definition of efficient capability , i propose the basicintension of organs efficient capability construction., which is an importantcontent of science of management research. it is an high-level innovativeactivities regards improving administration efficiency as basic goal, promotingall key elements, especially human factor organic combination of management.
organs staff members are creators and upholders of the administration efficientcapability, that is, the subject of this construction. the people are beneficiaries oforgans efficiency construction, that is , object. the subjective behaviors oforgans efficient capability construction are innovative behaviors which2regarding management as means, service as the purpose, satisfaction as end itsmain content includes strengthening the ideological education of organs staff,optimizing the key elements of management, standardizing administrativebehaviors, improving operational way, combing management resources so as tosolve the outstanding problems existing in organs efficient capability and realizenew break in fulfilling duties and reforming and innovating , also the newimprovemen
