there are many reasons for the existence of these problems, to summarize,subjective and objective. the reason of the subjective respect includes: theunderstanding for improving organs efficient capability is not clear; the moralsand style of some government staff are impure; organs staff members wholequality is not in conformity with requirement of the market economy. the reasonof the objective respect includes: the structure of administrative organs anddispositions of duties are not scientific; the management system of personnel isnot perfect enough; legalization and institulization of work are low; competence,efficiency supervision and control are still lagged behind; the prevailing negativecustom waits to deal with further.
